UPPL chief Pramod Boro eyes 100% percent implementation of BTR accord clauses

KOKRAJHAR, OCT 8: United People’s Party Liberal (UPPL) chief Pramod Boro has been eyeing 100% percent implementation of the historic third Bodo Peace Accord known as Bodoland Territorial Region (BTR) accord clauses to make massive development and welfare for the common masses in letter and spirit in the region.
Notably, since signing of the historic BTR accord on 27th January last, separate directorate for Bodo and other tribal languages was ceremony come into effect on 5th September, BTR boundary commission was formed with four members on 25th September and on 7th October,state cabinet resolved decision for setting up of Bodo Kochary Welfare Autonomous Council (BKWAC) and Bodo language was recognised as associate official language in the state of Assam.

UPPL president Boro, who is also one of signatories of historic BTR accord has hailed the state cabinet decision for setting up of Bodo Kochary Welfare Autonomous Council (BKWAC) and recognition Bodo language as associate official language in the state. He said that clauses of the BTR accord are getting implemented one by one through the bold interest from the governments.

Boro has extended sincerely thanks to the state government and concern authorities for initiating strong interest towards BTR accord clauses. He has emphasized for holding BTC election as soon as possible through maintaining COVID -19 protocol.

Boro slammed BPF president Hagrama Mohilary that Hagrama is now become direction less person and he is facing severe hardships in the BTC region. He alleged that Mohilary and and BPF party has been trying tactically to attract party member and supporters by taking party activities like protest on demand of BTC council elections, campaigning in the region.

He alleged that BPF party has failed to work for the welfare and development of the common masses in their 17 year rule in BTAD. He has accused of BPF bike indulged massive corruption and anomalies in many aspects of welfare and development services which are meant to the citizens in the council area. He has his hopeful that his UPPL party is winning the seats of the 40 member house in the ensuing BTC council elections. He said that this time citizens from all walks and life are coming forward to extend support and voting for favour of UPPL party candidates to meet Parivartan and massive development.
Boro has urged government to take bold step for peace dialogue with ULFA and NSCN-IM for Peace Building in the northeast region. He also said that ULFA and NSCN-IM must come forward to the peace process for paving the way healthy development and welfare aspects.
Former Rajya Sabha MP and senior UPPL leader UG Brahma welcomes the state cabinet’s resolution for setting up BKWAC and recognition of Bodo language as associate official language in the state.

“Without proper mechanism in Govt machineries, implementation of Bodo as an Associate Official language through out the Assam is not practical. Since the 1985, Bodo is an associate official language in Kokrajhar district & Udalguri sub-division. But nowhere in Govt offices it was implemented properly and we are also responsible for that. Except in official sign boards and some public announcements no correspondence or communication could be done. If we are not willing to use our own language in offices then who else will? It’s a common responsibility of both Govt and Bodo people if we really want implementation of that policy. Officers posted in Bodo dominated areas have to be trained in Bodo language as others are trained in Assamese”, Brahma said.

However, we all will have to learn to respect other languages also. English is our need, Hindi is our national language, Assamese is state language of Assam and other languages are also our neighbours. But bringing our language into the official use is not as easy as we think. For that proper mechanism and our commitment is main. After all it’s a long process, no short cut and coercive way is there.

” People will have to develop Habbit of using that language where ever that is possible. We also need to understand where it’s not possible. Let us take it in a practical, possible and acceptable way and governments also  complete their commitments”,he added.

The All Bodo Students Union (ABSU) ask hails government of Assam cabinet resolutions for the implementation of  the BTR accord (Bodoland Territorial Region) clause 5.1 for setting up the Bodo Kochari Welfare Autonomous Council for the Bodos outside Bodoland Territorial Region (BTR).

ABSU Education secretary Kastom Basumatary said that All Bodo Students Union hails the government of Assam cabinet resolutions for the implementation of  the BTR Accord Clause 5.1 for setting up the Bodo Kochari Welfare Autonomous Council for the Bodos outside Bodoland Territorial Region.

On the other the much awaited issues of the Bodos in the state to get another dignity of Bodo language in the state of Assam, the implementation of clause 6.2 the Bodo language in Devanagri script as an associate official language in the state of Assam.
